Hot corners don't work when there is no panel and the window is maximezed

Bug Description

I am using only one panel at the top of the screen. On the bottom is no panel.
In CompizConfig Settings-Manager i set to show the desktop by moving the mouse in the bottom corner right. "Show workspaces" is set by moving the mouse in the bottom corner left (Expo corner).
This works fine until there is no maximized window. If there is a maximized window it doesn't work anymore.

Please see my screenshots with the settings.

System:
Ubuntu MATE 16.10 64 bit
Window Manager: Compiz

EDIT: Today it's working again. But the last days it didn't .
