Bot doesn't post comments about merged/proposed patches in review.fuel-infra.org

Detailed bug description:
fuel-devops-robot does not post comments in bugs about merged/proposed patches in the review.fuel-infra.org. But it had worked some time ago. Looks like something has broken.

I have restarted the script, it was running on tools01-msk.infra.mirantis.net host. Seems to be very, very old and handled manually - so we have to migrate it at some point. Because Horizon is dead we can't migrate it now and wait for stable instance.

added lpupdatebug role

Changed old node definition into role so it can be easilly used.
