Bug Description

Detailed bug description:

The issue was found by https://product-ci.infra.mirantis.net/job/10.0.system_test.ubuntu.services_ha.ceilometer/150/testReport/(root)/deploy_ceilometer_ha_with_external_mongo/deploy_ceilometer_ha_with_external_mongo/

Steps to reproduce:
            1. Create cluster. Set install Ceilometer, external Mongo option
            2. Add 3 node with controller role
            3. Add 1 nodes with compute and ceph roles
            4. Add 1 node with ceph role
            5. Deploy the cluster

Expected results: The deployment passes
Actual result:The deployment fails on task "aodh". For more details, please take a look at attached logs
