zfs-doc is needlessly depended by zfsutils-linux

Bug Description

Not minor bug.

However as far as I'm aware, usually *-doc packages aren't depended by really actual packages. They should be optional for disk space savings. However the zfs package doesn't follow the convention as follows:

zesty does not has zfs-doc package anymore, closing as fixed.
