heat-api-cfn endpoint is created to RegionOne instead of regionOne

After a successful deployment i found two different regions available for endpoints:

This leads to a bad ux when logging into horizon dashboard and finding that is more or less empty until you don't switch region.

This is a due to a mistake in services/heat-api-cfn.yaml that doesn't override correctly the default value from puppet-heat class.
Patch will be submitted for review in few minutes.

    heat-api-cfn endpoint is created to RegionOne instead of regionOne

    When deploying, heat-api-cfn is assigned to RegionOne. This leads to a
    bad user experience when logging into horizon, because if RegionOne is
    selected by default, the users finds all menus empty (no computing, or
    anything else).
