MAAS 2.1.0 Beta 2

In device discovery in Settings, rename the option Disabled (suppress active scanning) in the Active discovery interval field to Never (disabled) and move it to the top of the dropdown to make it more discoverable.

Bug description:

* Current result:

Given I am in the Settings page in the section Device discovery (currently network discovery), in the active subnet mapping interval (currently active discovery interval).
When want to disable the active subnet mapping.
Then I can do it by selecting the option "Disabled (suppress active scanning)" to do that.
And I can find that option at the bottom of the list.

* Expected/ correct result:

Given I am in the Settings page in the section Device discovery (currently network discovery), in the active subnet mapping interval (currently active discovery interval).
When want to disable the active subnet mapping.
Then I can do it by selecting the option "Never (disabled)
And I can find that option at the top of the list.
