Ubuntu doesn't boot anymore {REGRESSION}

Bug Description

After I upgraded to latest kernel, Ubuntu does not boot without messing with grub (I had to delete quiet splash options).
Before upgrade it was OK.

I'd like to perform a bisect to identify the commit that introduced this regression. Can you test the following kernels and see which ones exhibit the bug:

4.4.19: http://kernel.ubuntu.com/~kernel-ppa/mainline/v4.4.19/
4.4.20: http://kernel.ubuntu.com/~kernel-ppa/mainline/v4.4.20/
4.4.21: http://kernel.ubuntu.com/~kernel-ppa/mainline/v4.4.21

You don't have to test all of them, just up until the first one shows the bug.

Also, does this issue only happen with the -42 kernel? Do you know if it happens with the -39 kernel? Do you know the last kernel version that did not have the bug?

This could be related to bug 1632902. Can you also see if the -36 kernel boots, but not -38?

The situation is crazy.
I have -43, -42, -38 and -36 kernels.

The bug is not in "quiet splash" option.

All of them can boot only 1 of 8 times, no matter which one, no matter whether "quiet splash" is present or not.

It is probably not bug in kernel.

Do any prior kernels boot, that would tell us if it is a kernel bug or not. Maybe try a Trusty kernel:

Latest kernel (4.8.2 I think) can boot IF I go to grub settings (to choose that kernel).
Without it even that kernel ends in that panic error.

Are you saying the panic only happens if you have the "quiet splash" options enabled? Regardless of the kernel version?
