[UI] Support update podm username/password in UI

Bug Description

Current webUI hardcode the default username/password in config.js. We should provide a mechanism in UI to allow admin to update it.

fixed in https://review.openstack.org/#/c/386273/, and UI will call valence api instead of podm. After valence api enable authorization, we need create another ticket to allow user setup api username/password in UI.
