The leadership layer should not include basic layer

Bug Description
We build on the leadership layer and layer basic. The final charm includes layer:basic twice in the layer.yaml
It does not seem like the leadership layer should include layer:basic and instead make the consuming layers include layer:basic for clarity.
I propose we remove the layer:basic from this leadership layer.

The charm-tools on my system was an older version. When I did a `charm build` from the tip of charm-tools everything was de-duplicated as expected. Sorry for the noise.
