Applets are missing on Wayland

Bug Description

On X.Org Server the gnome-control-center is populated with plenty of applets (or what you call them).

But on Wayland most of the applets are missing, I can't add users or change background wallpaper.

Do you still get the issue in newer Ubuntu versions? If so could you start it from a command line and copy the output here?
