"openstack overcloud image build --all" will return 0 even if one of the images fails to build

"openstack overcloud image build --all" will return 0 even if the agent ramdisk fails to build if the overcloud images succeeds to build ... this will fail later on when trying to deploy the overcloud because we don't have valid ramdisk agent to load in glance.

I'm not sure that a change is necessary. Please test again, and give more specifics if still a problem.
