When 0 nodes are available to assign, clicking "Assign Nodes" does nothing

Bug Description

When 0 nodes are available to assign, clicking "Assign Nodes" when trying to assign a Role does nothing. If no nodes are available for assignment, the "Assign Nodes" option should be grayed out or otherwise not made available.

Alternative, an error dialogue could exist to inform the user that there are no nodes available to assign, indicating that the action of clicking "Assign Nodes" for a Role does nothing, and the user should make nodes available for assignment.
