Bug Description
Fuel 9.0 with NSX-t plugin 1.0.0 build#17
Steps to reproduce:
- Create env with NSX-t plugin
- Add following nodes:
* Controller
* Compute
- Deploy env
- Create new SG
- Try to manage rules in created SG
Observed behavior:
Error: Unable to add rule to security group.
Related OSTF are failed.
Workaround:
You can edit security group via NSX manager

Add 'python- neutron- lib' package
neutron-lib 0.0.1 breaks Neutron NSX security group functionality.
Package available with Fuel 9 is too old (0.0.1) for Neutron NSX plugin,
we need version higher than 0.0.1.
We need to raise plugins package priority using APT preferences file,
because by default plugin repository on the master node has lower
priority than default repositories.
