Manual update blocked by automatic background update check

I booted Ubuntu, and I knew that updates were available. So I ran 'Update Manager' manually and the updates were visible. I clicked 'Update' an extra time and then 'Install' and the update tried to start. But then the 'Updates Available' notification icon appeared and stopped my manual update.

I had to use the notification icon instead. I have recreated this situation twice.

This is only a little bug. (Sorry about my bad English)

This bug did not have a package associated with it, which is important for ensuring that it gets looked at by the proper developers. I think personally this is an important problem and suggests that somehow both update apps are being allowed to run at once - which I thought was not allowed. Should each of these apps reserve rights earlier in the process?

I have added this package as affected by this bug because it is a user interface issue. Please reassign this if appropriate and I will take note. I could not find a suitable package for general 'user interface' issues.
