Latest PPA 0.28 packages are broken on trusty:

The following packages will be REMOVED:
   mythgallery (0.28.0+fixes.20161010.7c91ab6-0ubuntu0mythbuntu5)
   mythmusic (0.28.0+fixes.20161010.7c91ab6-0ubuntu0mythbuntu5)
   mythtv (0.28.0+fixes.20161010.7c91ab6-0ubuntu0mythbuntu5)
   mythtv-frontend (0.28.0+fixes.20161010.7c91ab6-0ubuntu0mythbuntu5)

Trying to reinstall mythtv-frontend:
myth@mythtv-front:~$ sudo apt-get install mythtv-frontend
...
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

Those old debs no longer exist on launchpad. They have been replaced by the later broken ones.

No sign of the fix yet. I am using 2016.4 with the following source: deb http://ppa.launchpad.net/mythbuntu/0.28/ubuntu xenial main

Broken for me too, looks like 0.28 files are still dated 10/10/2016, so maybe change not live yet.

Funny! Purged yesterday mythtv (apt purge mythtv-common was neccessary) on two machines (one backend system and one frontend system, both 16.04)
Then removed ppa 0.28, added ppa 0.27, updated, autocleaned and autoremoved ... ... and installed mythtv with apt install mythtv again. --> But with this mythtv in version 0.28 was installed !!

Could it be, that there is a "shift" with ppa 0.28 (which may be installed the 0.29 with "missing" dependencies) and ppa 0.27 (which install you the 0.28) ???

0.27 isn't supported on 16.04.
