Tray icon can be 24x24 minimally

Bug Description

.xsettings-errors is flooded with such messages:

(indicator-cpufreq:17292): Gtk-WARNING **: gtk_widget_size_allocate(): attempt to underallocate toplevel GtkTrayIcon 0x290c490. Allocation is 22x22, but minimum required size is 24x24.

(indicator-cpufreq:17292): Gtk-WARNING **: gtk_widget_size_allocate(): attempt to underallocate GtkTrayIcon's child GtkImage 0x2714140. Allocation is 22x22, but minimum required size is 24x24.

Icon is hosted in the tray applet of Xfce4-panel v4.12. Of course it can be fixed by increasing panel height (24px now) or adjusting paddings in GTK+ theme but this is a strange requirement. Some folks are using even more narrow panels.
