[2.1 UI] Images page "Queued for download" is confusing when selections are not saved

Bug Description
I was trying to download images, and I noticed a confusion workflow. Whenever I select an image and I do NOT save selections, it shows as "queued for download". However, this is not really the case provided that this wont be downloaded until the selection is saved and MAAS kicks the download.
To Reproduce:
1. Go to 'Images' page
2. Select a Ubuntu Release
3. You will see it was set as "Queued for download"
4. Then click on 'Save Selections'
5. It remains in 'Queued for download' until it starts running the import
6. It changes to downloaded.
What is expected:
1. Go to 'Images' page
2. Select Ubuntu release
3. You will see it set to as "Selected for download"
4. Click on 'Save Selections'
5. Change to 'Queued for download' until the import starts.

Accepted maas into yakkety-proposed. The package will build now and be available at https:/ /launchpad. net/ubuntu/ +source/ maas/2. 1.0+bzr5480- 0ubuntu1 in a few hours, and then in the -proposed repository.
