[Raspberry Pi 2/3] Sound is stopping and starting in the beginning of each song

Bug Description

Senario is running on a raspberry pi 2/3:
Running VLC Player or any other player and putting some MP3 songs in a list. Playing this list and when the song starts playing the sound becomes distorted with sound starting and stopping. After a few seconds the song continues normally. This happens even if i slide the general volume to lower and back to the same position during the playing any time. It is not happening every time the song changes or every time i slide the volume. Its an intermittent problem.

Please have look at description: "or any other player". The problem appears at any player. This is not a VLC Problem. The "general Volume" is ubuntu-mate volume, not VLC Volume.

Affects all players, so not a vlc bug. Reassigning to pulseaudio, but might as well be a kernel, driver or hardware bug.
