autopkgtest fails on s390x: neutron-server.service failed to start

Bug Description

The neutron-server autopkgtest now consistently fails with

Running upgrade for neutron-fwaas ...
OK
Job for neutron-server.service failed.
See "systemctl status neutron-server.service" and "journalctl -xe" for details.

This started a few days ago again, and already happened in September. Please make this more robust, as it's apparently some kind of race condition.

Please also make the test output more useful on failures, by actually showing the journal and other potentially interesting data.

I agree this is likely a race condition since it only seems to be occurring on s390x. This test was recently updated to dump the neutron-server.log. Let's see if we get anything useful from that the next time this fails.

I think we may have fixed this with the addition of 'Restrictions: needs-recommends' to debian/tests/control. This makes sure that neutron-plugin-ml2 is installed. I'm going to mark this as fix released and we can reopen it if this issue resurfaces.
