If trying to upgrade samba packages to the latest security update apt-get exits with an forbidden access error from
security.ubuntu.com:

$ sudo apt-get dist-upgrade

Probably a problem with your net connection.

My Gutsy worked, Dapper gives me a HTTP 403.

My opinion = Looks like a server config problem to me, most likely a permissions mix-up.

I too am having this as a bug issue when trying to get the packages from the synaptic update
