The Octavia devstack plugin.sh is using deprecated nova secgroup-list

We need to move to using openstack client.

    Update devstack plugin to use openstack client

    The Octavia devstack plugin is using deprecated nova secgroup-list.
    This patch updates the plugin.sh to use the new openstack client
    where it can.
