Bug Description

The rebase of the fluentd composable service patch on top of the mistral/jinja/etc changes resulted in a substantial loss of functionality; the configuration for reading log messages from openstack service log files was not properly propagating into the hieradata, with the result that fluentd only collects messages from syslog.

    restore missing fluentd client functionality
