manila enabled_share_protocols wrong for cephfs

Bug Description

With deploy of manila with cephfs on current master, i.e. with '-e $THT_ROOT/environments/manila-cephfsnative-config.yaml', share creation fails because /etc/manila/manila.conf has the default setting for enabled_share_protocols:

# Specify list of protocols to be allowed for share creation.
# Available values are '('NFS', 'CIFS', 'GLUSTERFS', 'HDFS',
# 'CEPHFS')' (list value)
#enabled_share_protocols = NFS,CIFS

It should append CEPHFS to the enabled share protocols (and not be commented out).

So I think tripleo changes have addressed this:

but with topic set to tripleo/rc3 (rightly) this bug may not have picked them up as a solution.
