[fuel-qa] Acceptance test failed on wait_node_is_online method

Detailed bug description:
There are two acceptance tests failed with similar reason:

    Enforce fuel_slave nodes to get slaves

    This will fix cases, when we try to get nailgun node for master
    Without this patch test is unstable
