Please sync psi 0.11-3 from Debian unstable

  * Added libaspell-dev as build-dependency (Closes: Bug#448434)
  * Applied patch submitted by Sikon to use lsb_release to retreive
    operating system name (Closes: Bug#451131)
  * Added call to dh_icons to debian/rules
  * Set build-dependency on debhelper to >= 5.0.51 (for dh_icons)

Therefore, all Ubuntu changes have now been merged into Debian, and we can now sync to end (for the time being) divergence between Ubuntu and Debian for this package.

Details regarding Ubuntu changes in version 0.11-2ubuntu1:
* debian/patches/01_lsb_version.dpatch: an updated version of the patch merged into Debian (not as a dpatch), 0.11-3 test-built by me and the patch confirmed to work on Ubuntu.
* Added dh_icons to debian/rules: done in Debian.
* Added dpatch to build-deps and debian/rules: no longer needed, as the only patch has been merged into Debian without dpatch.
* Bumped debhelper build-dep to >= 5.0.51 (for dh_icons): done in Debian.
