Bug Description
I installed Ubuntu server 16.04.1 LTS. I used the ISO downloaded on the official website. During the installation I chose the default options everywhere except username and password. I chose the option "No automatic updates" when prompted. I immediately turned the machine off and I did not turn it on for a few days. When I powered it on again I immediately tried to install packages with apt-get. The following error message appeared.
E: Could not get lock /var/lib/dpkg/lock - open (11: Resource temporarily unavailable)
E: Unable to lock the administration directory (/var/lib/dpkg/), is another process using it?
"ps -aux" revealed that an unattended-upgrade process was running.
Expected behaviour: unattended-upgrade should not run when "No automatic updates" are selected during the installation.
