Cannot use Files keyboard shortcuts when using different language

Bug Description

I had secondary language - ru-RU. When I switch language, sometimes, I can't use keyboard shortcut like "Ctrl+Shift+N" for creating folder, or even "Ctrl+C/Ctrl+V". Not always, but frequently.

Maybe some of my packages are broken, and I shall uninstall it? Packages list in attachment.

Files uses hardware keycodes to identify keyboard events for 'C', 'V' and 'X' so Ctrl-C, Ctrl-V and Ctrl-X should work with different keymaps (assuming the modifier keys work normally). However 'N' is identified by the event keyval as normal so Ctrl-Shift-N may not work. This key could also be identified by hardware keycode.

Unfortunately bug works as well not only for text, but also for files in opened folder. Right now I can't copy single file (named on english) from usb flash to hard drive, but if I close Files and reopens it - bug will be disabled for some time.
