Bug Description
SM UI:Mainline 2744: Reimage mandates to have OS Image id in the cluster config
1) Installed Mainline Mitaka 2744
2) Added OS Image
3) Try to Issue reimage from config>
4) Message pops up that "Please configure OS Image ID for cluster to reimage the cluster."

This is not a bug. Requirement was that of not asking for base_image_id and package_image_id while issuing reimage and provision. Instead both will be configured while we create/edit a cluster/server. This behavior was changed in this bug:

Try to configure a base_image_id and package_image_id for a cluster/server and confirm if reimage/provision is going through.
