Please backport libzstd 1.3.2+dfsg2-1 from Ubuntu 18.04

Bug Description

Would you please ship zstd 0.8.0 for Xenial and Trusty? Ceph is going to have to bundle a newer zstd in the meantime, which makes Ceph's build times longer, and makes it harder for us all to track security issues in this library (https://github.com/ceph/ceph/pull/11156)

I confirm this is a serious issue.
Xenial is LTS version for Ubuntu, so it's going to stay around for a long time.
Meanwhile, zstd v0.5.1 is an experimental version using an incompatible format.
It cannot read from zstd v1+.
It generates data in a format that normal programs without legacy support cannot read.

This is a big issue currently, as it makes Ubuntu 16.04 LTS incompatible with the rest of the world, using v1+ format.

Please update Xenial to latest zstd version (v1.3.1 at this date).
It will solve all problems above.

(note : zstd cli has "legacy support" enabled by default, which means it will be able to decode data already generated by zstd v0.5.1)

(note 2 : later versions, starting with Yakkety, don't have this problem)

Too many changes to be updated in released Ubuntu according to the Ubuntu policy [1] but it can be probably easily backported as it was already done for Debian oldstable [2].
