Bug Description

Can't create env with S3 API Authentication via Keystone in Ceph RadosGW enabled via fuel-qa.
Need add option for enable S3 API Authentication via Keystone in Ceph RadosGW to fuel_web_client.

    Also, add this setting handling in the create_cluster method
