python-muranoclient does not allow for creating an environment from template in multi-region

Bug Description
Current operation create_environment from env_template in muranoclient only specified the environment name as attribute. With multi-region support, deploying an environment requires not only the name of the environment but also the region where the environment is going to be deployed.

When we source the openrc file, there will have the region information. So in this region we can only create the environment in the region.
