Bug Description

When deploying nagios the following error occurs

Nagios attempts to get a ceph status through nrpe, the resulting error is sent to /dev/null but /usr/local/bin/collect_ceph_status.sh calls lockfile-create as part of the script. lockfile create is part of lockfile-progs, which is not installed

nagios reports:
/var/lib/nagios/cat-ceph-status.txt: does not exist

    Install lockfile-progs when related to nagios

    The nrpe ceph status script relies on lockfile-create, but
    lockfile-progs (package containing lockfile-create) was missing from
    the install. Install it when related to nagios, and on upgrade-charm
    when related to nagios.
