Bug Description
The keyboard layout switching binding is currently under the "Layout" tab in the Keyboard plug. It should be under "Shortcuts".

I think there's an argument for adding it to the shortcuts tab *also*. But I think it should remain on the layouts tab for easy discoverability since the the shortcuts tab is fairly intimidating.
