Bug Description

As discussed with sergiusens on irc. I'm using SNAPCRAFT_PART_INSTALL to specify where a part is installed, but it's getting ignored, leading to very odd install paths like:-

/home/alan/Dev/appname/parts/partname/ appearing nested inside of /home/alan/Dev/appname/parts/partname/ along with $SNAPCRAFT_PART_INSTALL for good measure :)
