Bug Description
I have a lot of problems with my cell provider lately, and I've noticed that when the network is down, very slow or otherwise unstable, when it comes back up, Telegram stops updating content and has to be restarted to get new messages.
Also, when it's like this, sometimes messages I send actually get stored, even though the "clock" icon still is displayed. I'm including this here instead of separate bug as it seems to be related.
