SQL database in Installation Guide (Ubuntu)

In the "Install and configure components" section, step 3, creating a /etc/mysql/conf.d/openstack.cnf file will cause an SQL connection error when populating the Identity database. This is due to a change in the directory when adding configuration files in Ubuntu 16.04.

Change the directory path and file in step 3 to /etc/mysql/mariadb.conf.d/99-openstack.cnf.

Move step 2 to the "Finalize Installation" section, since the password is configured when running the mysql_secure_installation script.

    [install guide] Change database configuration file path

    1. Update file path for Ubuntu 16.04.
    2. Move choosing your password step to the "Finalize installation"
    section.
