[2.1 yakkety UI] First user journey doesn't display and can't be skipped

Bug Description

After installing MAAS alpha4 on yakkety, and creating the admin user from the command line, when I load the UI in the browser, I am unable to see the first user journey. All I can see is the top bar with 'Skip/ubuntu/Logout'. The 'Skip' button also appears to be disabled.
