The help link to the SSH key creation page in Launchpad is missing from the sub-header text.

Bug description:

* Current result:

Given I am in the SSH section of the first use journey
When I don't have an SSH key and I want to create one
Then I have no help on the screen on how to do so.

* Expected/ correct result:

Given I am in the SSH section of the first use journey
When I don't have an SSH key and I want to create one
Then there should be a link (as shown in designs provided) that takes me to the relevant help page of Launchpad.

Does this mean the hjelp text that says "Create an SSH key" in red ? that doesn't seem like a help text, that seems more like an error message....
