Bug Description
Our docs state that Fuel's plugin deploys Zabbix 3.0.0, but it installs Zabbix server v2.4.8 (revision 59539).

This is not what the doc says
The doc states the fuel packaging version (3.0.0) not the version of the zabbix software
Therefore this bug seems invalid to me
