$ miral-shell --startup qtcreator
Shows the normal window plus an orphaned titlebar.

So, it looks as though qtcreator creates three windows, but only paints one of them.
Not sure why we then end up with two titlebars being painted. But clearly problem with TitlebarWindowM anagerPolicy.
