[2.1 UI] Clicking on 'admin' in the first-user journey loops back to the first-user journey

Bug Description
After running MAAS for the first time after installation, we are shown the first-user journey (FUJ). In the top-right corner the 'admin' link is available, but if we click on it then we are looped back to the FUJ page. If the 'admin' link is to be shown, it should bring the user there when clicked, otherwise it should be removed.
