Bug Description
To Reproduce:
1. Open the Networking plugin in Switchboard
2. Click the "Edit Connections..." button with your "Ethernet" device selected
3. The dialog does not appear because it has opened behind Switchboard
Expected Results:
The dialog should open in front of the Switchboard window
