Bug Description

Title: Resolution test failed since xrandr cannot find mode

Summary:
When run cycle_resolution test, some resolutions are failed to adjust since xrandr cannot find those modes and checbox got fail result. In unity display settings, all resolutions are adjustable even xrandr can not find the mode.

Following resolutions are adjustable in display settings but failed in checkbox test, even failed when run xrandr --output eDP1 --mode

xrandr: cannot find mode 960x720
xrandr: cannot find mode 928x696
xrandr: cannot find mode 896x672
xrandr: cannot find mode 960x600
xrandr: cannot find mode 960x540

Following resolutions are not in display settings and failed in checkbox test

xrandr: cannot find mode 840x525
xrandr: cannot find mode 800x512
xrandr: cannot find mode 700x525
xrandr: cannot find mode 640x512
xrandr: cannot find mode 720x450

xrandr: cannot find mode 680x384
xrandr: cannot find mode 576x432
xrandr: cannot find mode 512x384
xrandr: cannot find mode 400x300
xrandr: cannot find mode 320x240

It seems unity settings has filtered those non-adjustable resolutions.
I was wondering what makes the different between xrandr and unity settings.

Steps: run cycle_resolutions test

Expected results: cycle_resolution can be run

Actual results:
1. some resolutions in xrandr are not listed in unity display settings and failed in checkbox test
2. some resolutions failed in checkbox test but can be adjusted with display settings
3. all resolutions in unity display settings are adjustable

I would like to keep this bug open in plainbox-provider-checkbox as this issue still can be seen in some system and there is no progress in LP:1606103 so far.

I tried to create a system configuration where I would get those 'unsettable' low resolutions with no luck so far.

I think this bug should be closed, as:

This isn't really a plainbox-provider-checkbox bug (nor checkbox-related).
There is a bug report already submitted, LP:1606103

I'm recommending marking this as a duplicate.

@Chris, this issue still can be reproduced with new resolution test mechanism. Please refer https://paste.ubuntu.com/26032746/

Failed resolutions, 800x512 640x512, are highest resolution in each ratio.

Another problem is, 960x540 should not be tested since there are higher resolutions (1366x768, 1360x768) for ratio 16:9.

The bug existed in 18.04 too.

The test results were different between 16.04 and 18.04 on the same machine.

16.04 - pass
