gce provider doesn't seem to be able to bring up xenial machines

I have a model running in the google cloud If I try to deploy a charm with a xenial series the machine never comes out of pending.

Looking at the machines that have been created they seem to have finished cloud-init and are sitting idle, juju doesn't appear to have attempted to upload any agents to it.

This is with RC1 (built from the tag)

Is the region is us-west, then this is a duolicate bug 1604883

FYI, this affects deployments of k8s bundles, as well as many analytics bundles.

After a few tries deploying k8s bundle I have no way to reproduce this using develop tip, could some of you confirm this? I would say its fixed.

develop tracks 2.2. Could you please confirm that you cannot reproduce it with 2.1?

@anastasia-macood 2.1 branch does not suffer this issue either.

I can no longer reproduce this with 2.0.2 so it must have been fixed at some point.
