On HA setup, with XMPP auth enabled, policy rule updation into compute for VN has 20 sec delay

The testcase is to attach a policy to the VN and confirm if policy rules get updated for the VN in the compute introspect. And then update/add/delete the policy/policy list and check if the new set of rules reflect in the compute introspect.

<compute>:8085/Snh_AclReq?x=<acl_uuid>

On first attaching policy/policies to the VN, the rules get updated correctly in the introspect.
Any further updation/addition/deletion of the policy/policies only updates the rules in the introspect after a delay of 20-25 sec.

On removal of XMPP auth, on the same HA setup, there is no delay in the updation of the rules.

Post the specific introspect command was used to verify the policy updatiion delay.

Please re-test, the same shud be true for any config add/delete as xmpp ssl does not distinguish any config message types.
