Bug Description
StackResource resources where the underlying stack is in DELETE_COMPLETE but are not soft deleted due to heat engine crashing will never be deleted.
The root cause of the stack not being soft deleted should be investigated, but StackResource should consider DELETE_COMPLETE as deleted for the purposes of its own resource state management.
