Status dropdown list label in "Available" is unlocalized

Status dropdown list label "Available" is unlocalized.
I am not sure whether this is referring to "Available status options" or the status "Available" but either way, it should be localized.

The current status shown and choices shown in the dropdown menu do not match. It might be confusing to users.

@Yuko, can you please confirm in which release you are facing this Issue. I am using openstack mitaka release. but unable to reproduce bug in ja locale.

Still if you are facing the same issue could you tell us the which release you are trying.

please provide detail info to reproduce.

    Fix Status dropdown initial value

    The value of Status dropdown on Admin > Volume > Volumes > Update Volume
    Status and Admin > Volume > Snapshots > Update Status forms were initially
    set with the raw data instead of the localized version of the value. This
    fix changes the initial value to the localized version and also updates
    localized statuses to use values from
    project.volumes.tables.VolumesTableBase.STATUS_DISPLAY_CHOICES.
