IPv6 Prefix delegation: dibbler.filters rootwrap file is not installed

Bug Description

This file was added in https://review.openstack.org/#/c/185977, but was
not listed in setup.cfg

As a consequence, it is not installed in current RDO packages:
https://bugzilla.redhat.com/show_bug.cgi?id=1377622

Without the file, dibbler-client will not start properly on these installations, so IPv6 Prefix delegation does not work

This was not added in Newton, if things go smoothly I am ok having this in RC2, but I would not delay it for it. Thoughts?
