No SIM card icon shown on phone with two SIM slots

Bug Description
The Meizu Pro 5 has room for either two SIM cards, or one SIM card and a mini SD card. I am using this phone in the latter manner.
Since OTA 13 an icon is shown in the top bar of a SIM card with a cross in it, signifying that a SIM card is missing. I would guess that the rules for showing this icon are:
* The device has SIM slots
* At least one SIM slot is empty
This is understandable when there is only one SIM slot, but with two SIM slots (with one SIM card present) it feels like I'm getting an error even though using only one SIM card is intentional on my part.
I would like to suggest changing the trigger for this icon to:
* The device has SIM slots
* All SIM slots are empty

This was certainly an unpopular change, but as noted was part of an operator requirement. Perhaps we can set this optionally through the custom tarball.
