Should be able to select external subnet for FloatingIP

According to https://ask.openstack.org/en/question/95745/floatingip-public-subnet-association-within-heat/ it's now possible to specify the subnet on the external network for a floating IP in Neutron. We should support that option in Heat.

Apart from being useful for users, it might help eliminate one of the sources of missing Neutron dependencies that sometimes cause problems when deleting stacks.
